What is BCA contractor registration (CRS)?

The Contractors Registration System (CRS) is the Building and Construction Authority’s registry of firms eligible to tender for public sector construction projects in Singapore. If you want government, statutory board or public agency jobs — new works, A&A, maintenance term contracts — your company must be registered under the right workhead and grade before you can even submit a tender. Private-sector work does not require CRS, but many main contractors and developers use it as a shortlisting filter anyway.

Which BCA workhead does your company need?

Choosing the wrong workhead is the single most common reason applications stall. The main families:

• CW workheads — Construction Workheads: CW01 (General Building) and CW02 (Civil Engineering). These carry grades from C3 up to A1; your grade caps the tender value you can bid for.
• CR workheads — Construction-Related: specialist trades such as structural steel, piling, demolition, waterproofing, interior decoration and more (graded L1–L6).
• ME workheads — Mechanical & Electrical: air-conditioning, electrical engineering, fire prevention, lifts and escalators, and related M&E trades (graded L1–L6).
• Supply workheads — for suppliers of construction materials and specialist products.

A renovation contractor moving into government A&A work, for example, usually starts with CW01 (C3) or the relevant CR workhead — we assess your scope and recommend the head that matches both your track record and the tenders you actually want.

What are the requirements to register with BCA?

Requirements scale with the grade you apply for, across four areas:

• Financial — minimum paid-up capital and net worth for the grade, evidenced by your latest financial statements.
• Personnel — a minimum number of professionals and technical staff with recognised qualifications (and for many workheads, personnel registered under BCA’s schemes). Employment must be genuine and CPF-verifiable.
• Track record — completed project references of sufficient value for the grade; entry grades (e.g. C3 / L1) have the lightest requirements, which is why most new registrants start there.
• Management certifications — depending on workhead and grade: bizSAFE, ISO 9001, ISO 45001 and Green & Gracious accreditations come into play as you move up. Many tenders separately require bizSAFE Level 3 regardless of grade — we handle both together.

How long does BCA registration take?

A complete, correctly-documented application is typically processed within a few weeks. In practice, the calendar time is driven by preparation: assembling financial statements, personnel certificates, CPF records and project references in the exact form BCA expects. Incomplete submissions bounce with queries and can drag for months. With documents ready, our clients usually go from engagement to submission in 1–2 weeks.

Why do BCA applications get rejected or stuck?

• Applying under the wrong workhead for the intended tenders
• Personnel qualifications not on BCA’s recognised list, or not CPF-linked to the company
• Financial statements that don’t demonstrate the required paid-up capital or net worth
• Project track record without acceptable supporting evidence (contracts, completion certificates, payment records)
• Missing management certifications required for the grade

Do you need BCA registration for private projects?

No — CRS is mandatory only for public sector tenders. But if you plan to grow into government work, register at entry grade early: the registration itself becomes part of the track record story when you upgrade later, and main contractors increasingly prefer registered subcontractors even on private jobs.

Can a newly incorporated company register with BCA?

Yes, at entry grades — provided the paid-up capital, personnel and (for some workheads) minimum track record requirements are met. New companies often pair CRS entry registration with bizSAFE Level 3, since most public tenders require both. We run the two processes together.
