Understanding Confined Space Regulations in Singapore
Confined space work is one of the most hazardous activities in Singapore workplaces, governed by the Workplace Safety and Health (Confined Spaces) Regulations. A confined space is defined as any enclosed or partially enclosed area that is not designed for continuous human occupancy, has limited entry and exit points, and may contain hazardous atmospheres, engulfment risks, or other life-threatening conditions.
Common examples of confined spaces in Singapore workplaces include storage tanks, sewers, manholes, silos, boilers, ship compartments, underground vaults, and pipeline systems. The Ministry of Manpower requires all employers to identify confined spaces in their workplaces and implement strict safety procedures before any entry is permitted.
Mandatory Safety Requirements for Confined Space Entry
Before any worker enters a confined space, several critical safety measures must be in place. A thorough risk assessment must be conducted to identify all potential hazards, including toxic gases, oxygen deficiency or enrichment, flammable atmospheres, and physical hazards such as moving parts or unstable materials.
Atmospheric testing using calibrated gas detectors is mandatory before and during confined space entry. The atmosphere must be tested for oxygen levels (safe range: 19.5% to 23.5%), flammable gases (must be below 10% of the lower explosive limit), and toxic gases such as hydrogen sulphide and carbon monoxide. A valid Permit-to-Work must be issued for every confined space entry, detailing the precautions, emergency procedures, and authorised personnel.
Roles and Responsibilities
Singapore regulations specify clear roles for confined space operations. The entry supervisor is responsible for verifying that all safety precautions are in place before authorising entry. The attendant (standby person) must remain at the entry point throughout the operation, maintaining communication with entrants and ready to initiate emergency procedures. Entrants must be trained in the hazards of the specific confined space and know how to use personal protective equipment and emergency escape procedures.
A qualified confined space assessor must evaluate the space and certify that it is safe for entry. Companies must also have a rescue plan and trained rescue personnel available before any confined space work begins. The safety officer plays a crucial role in overseeing confined space operations and ensuring compliance.
Emergency Response and Rescue Planning
Every confined space operation must have an emergency response plan. This includes having rescue equipment such as retrieval systems, harnesses, and self-contained breathing apparatus readily available at the entry point. Rescue personnel must be trained and capable of executing a rescue within minutes. A critical rule is that untrained workers must never attempt to rescue a colleague from a confined space, as this often leads to multiple casualties.
Regular drills and training exercises ensure that all personnel involved in confined space operations are prepared to respond effectively in an emergency.
