Under the Workplace Safety and Health (WSH) Act, employers, self-employed and principals (including contractors and sub-contractors) are required to manage risks at work while employees must adhere to safe work practices. WSH is about preventing work-related injuries and occupational diseases (ODs), and creating a work environment that is safe and healthy. Good WSH management can improve work productivity and efficiency and this, in turn, will enhance business competitiveness and benefit the business.

The framework adopted by Singapore to improve WSH standards and safety outcomes is based on three key principles:

  1. Reducing risks at source by requiring all stakeholders to eliminate or minimise the risks they create;
  2. Engendering greater industry ownership of WSH outcomes; and
  3. Preventing accidents through higher penalties for poor safety management.

Under the Singapore WSH (Risk Management) Regulations 2006, the owner or occupier of all public or industrial buildings are required to implement Risk Management System that involves:

  • Establishing a Risk Management team
  • Carry out Risk Assessments (RA) for all functions
  • Developing & Implementing Safe Work Procedures (SWP)
  • Implementing control measures
  • Communication to all stakeholders

Detailed outline of bizSAFE

Companies in the bizSAFE community can proudly display the bizSAFE logo on their business collaterals (such as letterheads. name cards, etc.) as a reflection of their commitment to safety. In addition, bizSAFE enterprises enjoy other business privileges and advantages offered by bizSAFE partners who participate in this programme.

In this programme, there are five different levels to achieve. To start, your enterprise’s top management must show commitment to WSH. The efforts must be sustained until a good WSH management system is achieved.

To embark on the bizSAFE journey, your enterprise’s top management has to sign up for a bizSAFE workshop for CEOs/Top Management conducted by bizSAFE service providers. Upon completion of the workshop, your company will be granted bizSAFE Level 1 status.

For Level 2, your enterprise must nominate a Risk Management (RM) Champion to attend a bizSAFE course on Risk Management. At the end of the course, the RM Champion must chart out the RM Implementation Plan. Your enterprise will then be upgraded to bizSAFE Level 2.

All workplaces covered under the Workplace Safety and Health Act (WSHA) are required to conduct risk assessment for every work activity and process carried out at their workplaces.

Workplaces that have achieved bizSAFE Level 3 would have their RM implementation. This is an important step towards complying with the requirements in the WSHA and its subsidiary legislation. In order to attain bizSAFE Level 3 status, your enterprise must engage an MOM-Approved WSH auditor to assess the implementation of RM in your enterprise.

For Level 4, your enterprise must select a Workplace Safety and Health Management System (WSHMS) Programme Lead to attend the bizSAFE course on WSHMS. With the acquired knowledge, the WSHMS Programme Lead must be able to develop a WSH Implementation Plan for your enterprise. After completing the WSHMS Plan, your enterprise may apply for bizSAFE Level 4 status.

To achieve bizSAFE STAR, your enterprise must obtain SS506 Certification issued by SAC accredited certification bodies OR OHSAS 18001 or other equivalent certification accompanied by a RM Implementation Audit Report by MOM-Approved WSH Auditor.


Validity and Renewal of bizSAFE Status for Enterprises

    bizSAFE 1
    bizSAFE status is valid for 6 months from the date of approval.
    Note: In the event there is a change of CEO/ Top Management in the company, the new CEO/ Top Management shall attend the relevant bizSAFE Level 1 Workshop if he/ she has not attended one before. This condition will apply regardless of the bizSAFE Level (1 to Star) an enterprise is currently at.
    Applicants are required to progress up to Level 2 and above in order to continue their bizSAFE Recognition.
    bizSAFE 2
    bizSAFE status is valid for 6 months from the date of approval.
    In the event there’s a change to the RM Champion, a new RM Champion shall attend the bizSAFE RM Course. This condition will apply regardless which bizSAFE Level (1 to Star) an enterprise is currently at.
    Applicants are required to progress up to Level 3 and above in order to continue their bizSAFE recognition.
    bizSAFE status is valid for 3 years from the date of approval or upon expiry of the relevant external certifications, whichever is earlier.
    Note: For any relocation of operation or change in the nature of operation of the organisation, WSH Council reserves the right to request the company to re-audit its Risk Management implementation by an MOM-approved WSH auditor.
    Engage an MOM approved WSH Auditor to audit the company’s RM implementation.
    Submit bizSAFE renewal application online and attach the following;
    • Supporting document to verify CEO/Top/Senior Management who attended the bizSAFE L1 Workshop for CEO/Top Management.
    • Certificate of Attendance for bizSAFE Level 1 Workshop for CEO/Top Management
    • Certificate of Attendance for bizSAFE RM Course
    • RM Implementation Audit Report
    bizSAFE 4
    bizSAFE status is valid for 3 years from the date of approval or upon expiry of the relevant external certifications, whichever is earlier.
    In the event there’s a change to the WSHMS Champion, a new WSHMS Champion shall be appointed to attend the bizSAFE Level 4 course. This condition will apply regardless which bizSAFE Level (1 to Star) an enterprise is currently at.
    Submit bizSAFE renewal application online and attach the following;
    • Supporting document to verify CEO/Top/Senior Management who attended the bizSAFE L1 Workshop for CEO/Top Management.
    • Certificate of Attendance for bizSAFE Workshop for CEO/Top Management
    • RM Implementation Audit Report
    • Certificate of Attendance for bizSAFE WSHMS course
    bizSAFE status is valid for 3 years from the date of approval or  or upon expiry of the relevant external certifications, whichever is earlier.
    Note: i) For any relocation of operation or change in the nature of Operation of the organization, WSH Council reserves the right to request the company to re-audit its WSHMS by an SAC Accredited Auditor.
    ii) The Level Star expiry date  will be tagged to your SS506/OHSAS certificate expiry date.
    iii) RM Audit Report has 3 years validity from the date of Audit Report.
    Submit bizSAFE renewal application online and attach the following;
    • Supporting document to verify CEO/Top/Senior Management who attended the bizSAFE L1 Workshop for CEO/Top Management.
    • Certificate of Attendance for bizSAFE Level 1 Workshop for CEO/Top Management
    • Certificate of Attendance for bizSAFE WSHMS course
    • SS506 OR ISO 45001 Certificate issued by SAC accredited certification bodies OR OHSAS18001 certificate or other equivalent certificate and a RM Implementation Audit Report by MOM Approved auditor.
