Emergency Management Program
Prevention is the action taken to decrease the likelihood that an event or crisis will occur. Mitigation is the action taken to eliminate or reduce the loss of life and property damage related to an event or crisis, particularly those that cannot be prevented. The phase 1 of the emergency management program is a process of risk management. This process comprises of risk assessment, risk monitoring and risk communication with a key objective to reduce risks at source by requiring all stakeholders to eliminate or minimize the risks they create.
Risk Assessment
Risk assessment is a tool that provides a systematic approach in recognising hazards due to a job or task, evaluating the risks and implementing all reasonably practicable measures to prevent accidents from happening. To put it in a more simply, the tool demands one to think what could go wrong before and while carrying out his or her work and determine if adequate measures are in place to prevent a mishap.
Risk assessment comprises three steps i.e., hazard identification, risk evaluation and risk controls. Two terms used in risk assessment i.e., hazard and risk are defined as:
- Hazard – any source that has the potential to cause harm or adverse effect on someone or something (e.g., injury, illness and property damage). It includes chemical, mechanical, physical, electrical and ergonomic hazards.
- Risk – the possibility or probability that one would be harmed or suffer from an adverse effect if exposed to a hazard with the consequence of the exposure taken into consideration. It may also apply to situations with property or equipment loss or damage.
Planning, organizing, training, equipping, exercising, evaluating and taking corrective action in an effort to ensure effective coordination during incident response are the essential elements of Preparedness. These activities ensure that when a disaster strikes, emergency personnel will be able to provide the best response possible. Preparedness is not limited to the emergency response community. Under the Fire Safety Act (Chapter 109A), all premises with Fire Safety Managers (FSM) are required to set up a Company Emergency Response Team (CERT) by 1st March 2014. In addition, all premises with a Fire Certificate are required to develop an Emergency Response Plan (ERP). See more details information on SCDF website.
Emergency response is process of organizing, coordinating, and directing of available resources in order to respond to the event and bring the emergency under control.
