Do those suggestions surprise anyone? That list sounds simplified which is a fair criticism. School and cops officials stopped working to do even those simple things. This is what the report must have said.
-Lots of authorities and school staff failed in their assigned jobs. Extensive failure signifies poor leadership. These staff were kept in their positions for political factors instead of being dismissed. That suggests corrupt management.
-Instead of looking for to right away improve school safety after the attack, the authorities and school organizations acted to cover their failings. Provide alternative instructional opportunities so moms and dads can escape these failed organizations.
