Worksite Electrocution Singapore: Electrical Safety Case Study
The following case study is based on patterns observed in publicly available enforcement data from Singapore government agencies. It is presented for educational purposes to illustrate workplace safety principles.
Electrical hazards remain one of the most unforgiving risks on Singapore worksites. Unlike slips or falls, electrocution can kill instantly — and the margin for error is effectively zero. In recent years, Singapore’s construction and marine sectors have continued to record fatal and serious electrical incidents, prompting sustained regulatory scrutiny and enforcement action. Understanding the patterns behind these tragedies, and the legal obligations that govern electrical work, is the first step toward preventing the next one (Singapore WSH Regulator, WSH Report 2024).

Electrical incidents consistently feature among the leading causes of workplace fatalities in Singapore. Regulatory Framework

1. Conduct a Thorough Electrical Risk Assessment Before Every Job
Every task involving proximity to electrical systems — not just dedicated electrical work — must be preceded by a documented risk assessment that identifies all live conductors, overhead lines, and buried cables in the work area. The assessment must specify isolation requirements, exclusion zones, and the sequence of safe work steps. Generic or recycled risk assessments that do not reflect actual site conditions are a common enforcement finding and offer no real protection.
2. Implement and Enforce Lockout/Tagout (LOTO) Procedures
All electrical energy sources must be de-energised, isolated, locked out, and verified as dead before any work commences. LOTO procedures must be written, site-specific, and practised — not merely documented. Each worker who could be exposed to the hazard should apply their own personal lock. Verbal assurances that a circuit is isolated are not an acceptable substitute for physical verification with an approved voltage tester.
