WSH Training Records Singapore: MOM Requirements, Retention & Digital Tracking

Every MOM inspection, bizSAFE audit and incident investigation in Singapore ends up at the same question: can you produce the training records? Under the Workplace Safety and Health Act, employers must ensure workers are adequately trained for the work they do — and if you cannot evidence that training, in MOM’s eyes it did not happen. This guide covers which records to keep, how long to keep them, and how to stop chasing paper certificates across WhatsApp chats and expired spreadsheets.

What training records must employers keep in Singapore?

There is no single prescribed register, but across the WSH Act, its subsidiary regulations and MOM inspection practice, employers are expected to evidence:

  • Mandatory safety course certificates — e.g. Safety Orientation Courses for construction and shipyard workers, Work-at-Height courses, confined space entry, lifting supervisor and rigger courses, first aider certification.
  • Licence-linked competencies — forklift, crane operator, scaffold erector and similar certifications, including expiry dates.
  • In-house training — safety induction for new workers, toolbox meetings, emergency response and fire drill participation, safe work procedure briefings.
  • Task-specific briefings — risk assessment communication records showing each worker acknowledged the RA and safe work procedure for their activity, as required under the WSH (Risk Management) Regulations.
  • Refresher training — many certifications (e.g. work-at-height, first aid) lapse; the record must show the current, valid version.

How long must WSH training records be kept?

Risk assessment records (which include the communication and training acknowledgement) must be kept for at least three years under the WSH (Risk Management) Regulations. For course certificates and competency records, keep them for as long as the worker performs that work — plus a buffer, because incident investigations and legal proceedings routinely look back several years. In practice: retain training records for the duration of employment plus three years.

What does MOM ask for during an inspection?

Inspectors typically sample: pick three workers on site and ask for their training records for the task they are performing right now. Common failure modes we see during MOM enforcement and rectification work:

  • Certificates exist but are in the head office, not producible on site;
  • Worker changed task (e.g. now working at height) with no matching course record;
  • Toolbox meeting records with pre-printed dates and identical signatures;
  • Expired certifications nobody tracked;
  • Subcontractor workers with no records at all — the occupier is still answerable.

Any of these can escalate a routine inspection into a fine, a Notice of Non-Compliance, or a Stop Work Order.

Why do spreadsheets fail for training record management?

A spreadsheet records what someone remembered to type. It does not chase expiring certificates, it cannot be checked at the site gate, and it collapses the moment one coordinator resigns.
